I hope this newsletter finds you well, enjoying the summer weather and planning for your summer vacations!
|
We recently held an Annual General Meeting (AGM), as well as a Special Assembly, to present and vote on an agreed-upon Letter of Agreement (LOA) and Memorandum of Understanding (MOU) between ourselves and the University.
|
|
I am happy to say that our AGM went smoothly and that we were able to fill some open positions (please see below). Thanks to those who raised their hands to volunteer.
|
Financial documents were presented and approved, along with some new and revised policies, and each Executive member presented on their portfolio over the last year.
|
As well, the membership present at the meeting voted overwhelmingly to approve both the LOA and, by virtue of this vote, the MOU. Once duly signed, these documents will be added to our website.
|
|

- Updated language was presented and voted on for Articles 24 (Strike Vote) and Article 41 (VP Finance)
- New Policy (Local Expense Policy) was introduced and voted on and the Executive Allowance Policies and Procedures were revised

๐งฎ Negotiations & Union Updates
|
Collective Agreement Extension (2026–2028)
|
The University and CUPEU have agreed to extend the current collective agreement until May 31, 2028, with certain modifications. Here is a summary of what was agreed on.Salary Progression and Increases
|
- Step increases (movement up salary scales):
- In 2026–2027, step increases will only occur if the University’s operating revenue exceeds $636M.
- In 2027–2028, step increases will occur, with an additional step increase if none was granted the previous year.
- Salary scale increases:
- Increases are tied to University revenue thresholds and to increases negotiated with full-time faculty.
- For 2026–2027, increases may occur if revenue exceeds $647M, capped at 2.5%.
- For 2027–2028, increases may occur if revenue exceeds $680M, capped at 3.5%.
- Small increases (under 0.5%) may be delayed or combined with the following year.
- Any increases are processed after financial statements (November 2027 & 2028) are released and may include retroactive pay for eligible employees.
- Retroactive payments apply to employees active at the time financial results are published.
- Special provisions apply for employees who retire during the agreement period.
Letter of Agreement (Additional Commitments)The parties have also agreed to a set of commitments to guide discussions and implementation during the extension period.Key Measures

- Side tables (joint discussions) will be created to address:
- Workload and staffing issues
- Technological and administrative changes
- Temporary assignments and stipends
- Grievance process improvements
- Union leave (liberation time):
- Additional hours will be provided to support union activities, with two possible structures outlined.
- Hybrid work and compressed workweek:
- Existing agreements remain in place until the next renewal.
- Summer hours:
- Summer schedule will begin one week earlier in 2026 and 2027.
- Budget transparency:
- The University will hold two annual information sessions for CUPEU on financial and budget matters.
- Employees moving into CUPEU roles after working at the University will be subject to a trial period instead of a full probation period.
